Stephen P. Shepard, Esq.

About Stephen P. Shepard

Stephen P. Shepard, known as “Steve,” is a distinguished criminal defense attorney passionately defending the rights of individuals facing criminal charges and DUI/DWI citations since 2012. With a blend of compassion, expertise, and unwavering commitment to justice, Steve has earned a reputation as a fierce advocate for his clients.

Education and Early Career

Steve graduated summa cum laude from Cabrini University with a Bachelor of Arts in Criminology and Philosophy. He served as Chapter President of the Alpha Phi Sigma National Criminal Justice Honor Society and the Phi Sigma Tau International Honor Society for Philosophy. Steve’s commitment to understanding the multifaceted nature of criminal justice led him to participate in the Inside-Out Prison Exchange Program, offering him invaluable insights into the realities of incarceration. His internship with the Major Crimes Unit of the Montgomery County District Attorney’s Office provided a crucial perspective on the prosecution—knowledge he now leverages to build robust defenses for his clients.

Steve earned his law degree with honors at the Appalachian School of Law, concentrating on criminal law and procedure, criminal practice, appellate advocacy, and client interviewing and counseling. His article, “Negligent Hiring Liability: A Look at How it Affects the Rehabilitation and Reintegration of Ex-Offenders,” was published in the Appalachian Journal of Law, where he later served as the Articles Editor on the Executive Board.

Over a Decade of Dedicated Service

Since 2012, Steve has represented hundreds of individuals facing felony and misdemeanor criminal charges or DUI/DWI citations. He stays at the forefront of legal developments through continued legal studies and involvement in professional organizations such as the Baltimore County Bar Association, Maryland Criminal Defense Attorneys Association, and the Maryland State Bar Association. Steve is also a Founding Member of the American Association of Professional DUI Attorneys.

Steve has handled a wide range of cases, including assault, drug possession, DUI/DWI, theft, sex offenses, disorderly conduct, felony theft, robbery, embezzlement, drug distribution, and child sexual abuse. He provides at least 50 hours of pro bono service annually to individuals with limited financial means.

Recognition and Awards

Steve has been consistently recognized for his exceptional work. He has been rated 10/10 on Avvo for criminal defense and DUI defense, named a “Rising Star” by Super Lawyers every year since 2020, honored with the Client’s Choice Award on Avvo, and recognized by Martindale-Hubbell as a “Platinum Client Champion.”

Beyond the Courtroom

Steve’s commitment to justice extends beyond the courtroom. He has served as a judge for a mock trial competition hosted by Empire Mock Trials and was featured in an article by The Baltimore Times discussing the barriers faced by individuals with criminal records and the importance of expungement.

In 2024, Steve’s law firm rebranded to Shepard Law, and in 2023, he joined The Law Office of Richard K. Scott, LLC as Of Counsel. Working alongside his spouse, who serves as the firm’s office manager and administrative assistant, Steve has created a family-operated firm dedicated to providing compassionate and effective legal representation.

What sets Shepard Law apart is its family-oriented approach. Working alongside his spouse, who manages the firm’s operations, Steve has created a practice that combines professional excellence with personal warmth. This family-first ethos extends to his clients, whom he treats with the same care and dedication he would his own loved ones.

When he’s not in court or strategizing defenses, Steve can be found at home, where an unusual menagerie—including a duck and a dog—keeps him grounded and reminds him of the simple joys in life.

In Stephen P. Shepard, clients find more than just a lawyer; they find an advocate, a strategist, and a compassionate ally in their darkest hours. With Shepard Law, justice isn’t just served—it’s pursued with relentless dedication and a human touch.
